Biden Admin Poured $600M Into Grants Targeting ‘Men Who Have Sex With Men’: Report

In a move drawing scrutiny from conservative watchdogs, former President Joe Biden’s administration approved more than half a billion dollars in federal grants specifically targeting homosexual men and “trans” populations under the banner of public health, according to a new report. 

Federal records reviewed by the Washington Examiner show that between 2021 and 2025, over $600 million in taxpayer funds were funneled into grants labeled for individuals described as “men who have sex with men.”

The federal funds were used for research, disease prevention and behavioral health programs that focused almost exclusively on minority groups deemed to be at high risk for contracting HIV, syphilis, monkeypox, gonorrhea and other sexually transmitted infections. 

Services funded included widespread condom distribution, peer-based education programs, and new outreach centers in underserved areas.

One such project, totaling $1.7 million, was carried out by Positive Impact Health Centers in Georgia. 

The organization used the funds for targeted HIV testing among 12,500 minority men who have sex with men, while also distributing over 150,000 condoms and training 150 community leaders to promote behavioral change through “role model stories.”

Another grant directed $700,000 to a new satellite clinic in rural southeast Yakima County, Washington, aimed at serving the LGBT Latinx community, according to the Washington Examiner. 

The program described itself as a response to systemic discrimination and aimed to provide easier access to HIV prevention and case management services. 

The grant cited concerns over limited care access due to sexual orientation, cultural identity or immigration status.

Columbia University received over $7 million across two studies to examine risky sexual behavior in high-risk groups. 

One project developed a mobile app called “MyPEEPS” to reduce unsafe behavior and increase the usage of PrEP, a drug known to dramatically lower the risk of HIV transmission. 

Another study looked at how cannabis use might influence sexual risk among black men who have sex with men.

While advocates argue such programs save lives and reduce disease spread, critics claim the Biden administration used federal health dollars to advance a broader social agenda. 

Organizations like the Heritage Foundation allege that international programs such as PEPFAR, a global U.S. initiative to combat HIV, were used to promote left-leaning policies abroad—including abortion access and LGBT rights—by making foreign aid conditional on social alignment.

In contrast, during President Donald Trump’s first term, only about $70 million in grants included the “men who have sex with men” language, and no such grants have been approved so far under Trump’s current administration. 

The Department of Government Efficiency (DOGE) is reportedly reviewing these types of grants as part of a wider audit to eliminate what they call ideological spending embedded in the federal budget.

Despite political backlash, public health advocates defend the investments. 

Programs like PEPFAR, which launched under former President George W. Bush in 2003, are credited with saving an estimated 25 million lives worldwide, with a total price tag of $120 billion.

Supporters argue that focusing on at-risk groups is essential to curbing the spread of deadly diseases.
