FBI Arrests Ex-Agent Who Claimed Rudy Giuliani Might Have Been ‘Compromised’ by Russian Intelligence for Allegedly Disclosing Confidential Material
A former FBI special agent who had previously claimed Rudy Giuliani was potentially “compromised” by Russian intelligence was arrested Monday by FBI agents at John F. Kennedy International Airport as he attempted to board an international flight.
Court documents filed Tuesday reveal that Johnathan Buma faces charges of disclosing confidential material under 18 U.S. Code Section 1905.

Buma, who specialized in counterintelligence and counterproliferation during his 15-year FBI career, had submitted his resignation just one day before his arrest.
Buma allegedly printed approximately 130 files from the FBI’s internal network on October 27, 2023, according to the filing, including nine text documents containing protected information.
He also reportedly printed screenshots of communications with a confidential human source from an encrypted application.
After notifying supervisors of his plan to take unpaid leave, Buma left the FBI office and three days later posted excerpts from a draft book about his career on social media. The court documents allege these excerpts contained sensitive information about “a foreign country’s weapons of mass destruction program” that he acquired during his time as an FBI agent.

The Daily Caller reported that in November, Buma allegedly emailed associates who were helping negotiate a publishing deal, purportedly authorizing them to share restricted information he obtained through his FBI position.
The bureau’s Prepublication Office confirmed Buma never submitted his book for mandatory review, a standard procedure for former intelligence officials seeking to publish material related to their government service.
Federal authorities became aware of potential security breaches when “a U.S. media entity published an article containing confidential information related to an associate of a foreign government official” that Buma had a duty to protect, the Daily Caller highlighted.
This prompted a search of Buma’s residence in November 2023, where investigators discovered FBI information but did not locate the specific documents allegedly printed on his final day at the bureau.

The timing of Buma’s arrest at an international departure gate raises questions about whether he was attempting to leave the country permanently. Court documents do not specify his intended destination or the purpose of his travel at the time of arrest.
Buma’s case has drawn particular attention due to his previous public statements regarding Rudy Giuliani. Buma told Business Insider in 2023 that Giuliani, former New York City mayor and advisor to President Trump, may have been “compromised by individuals suspected of being involved in Russian counterintelligence influence operations.”
These allegations formed part of Buma’s whistleblower statements filed with Congress regarding potential Russian influence in American politics. In a July 2023 statement to the Senate Judiciary Committee obtained independently by The New Yorker, he expressed concern that Russian Intelligence was “pushing derogatory information” into U.S. intelligence channels to provide political opponents with material to attack Joe Biden’s character.

The case draws parallels to the controversy surrounding a 2020 letter signed by 51 former intelligence officials claiming Hunter Biden’s laptop emails published by the New York Post showed signs of a “Russian information operation.”
Those allegations were later proven false when the Daily Caller News Foundation verified an April 2015 email from a Burisma executive to Hunter Biden regarding an introduction to then-Vice President Biden was authentic.
If convicted of disclosing confidential material, Buma could face serious penalties under federal law. The specific charge under 18 U.S. Code Section 1905 carries potential fines and imprisonment for those who unlawfully disclose confidential information obtained through their government positions.
